Position Description The Anoka County Human Resources Department provides a full spectrum of talent management services including but not limited to classification, compensation and benefits, recruitment and selection, employee relations, labor relations, performance management, and organizational development. The Human Resources team is seeking a Supervisor, Human Resources (Training). This position will be responsible for working as a Human Resources Business Partner, performing day-to-day tasks as the Administrator of Workday Learning, and supervising a training team. This is a full-time, exempt, hybrid position. First interviews will take place the week of March 31st for those selected to move forward in the hiring process. Work Location * This is a hybrid position based at the Anoka County Government Center in Anoka. * This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. * Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all-inclusive and are intended to be illustrative of the primary responsibilities of an Anoka County Supervisor, Human Resources: * Strategic Human Resources Business Partner work for a designated department within the County (30%). * Develop and maintain Standard Operating Procedures (SOPs) for the administration of Workday Learning. * Collaborate with teams to assess training needs and identify skill gaps. * Design, develop, and implement learning programs to meet the needs of departments, roles, and skills across the county. * Troubleshoot Workday Learning concerns regarding training completion, campaign management, and courses. * Provide expert-level strategic counsel of and administration of Workday Learning. * Oversee assignments in Workday Learning with an understanding of the retraining requirements, due dates, course descriptions, and quizzes. * Own and maintain the library of courses within Workday Learning, upload course content, and de-activate courses as necessary. * Generate training reports to identify incomplete assignments; work with managers and teams to achieve high rates of training completion. * Provide technical assistance regarding Workday Learning to end users with exceptional customer service. * Support and work alongside a team providing human resources services to county departments. Prioritize and delegate project-based tasks, provide direction and assistance to elevated employee relations issues. * Partner with Human Resources Manager to execute the learning strategy. * Provide an elevated level of support and mentorship to the training team, which may include curriculum development and the administration of Workday Learning. * Support the orientation process and ensure timely and accurate new hire paperwork/benefit enrollment. * Provide consultation and assistance in evaluating requests for leave requirements under the Family Medical Leave Act (FMLA) and other federal, state, or local leave of absence programs and advise departments and employees on related issues. * Ensure compliance with all state and federal laws, and county policy and collective bargaining agreements. * Provide leadership, coaching, and/or mentoring to a subordinate group, and may act as a lead providing daily work direction and managing timeline of weekly activities depending on assignment. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed * Requires a bachelor's degree and at least 3 years of job-related experience. * In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis Preferred Knowledge, Skills, and Abilities Needed * Degree in Business Administration, Human Resources, or a related field. * Expertise in Workday Learning strategies and best practices. * Knowledge of federal, state, and local employment laws * Knowledge of Equal Employment Opportunity * Previous leadership experience * Possess or able to obtain certification in the field of Human Resources * Strong written and oral communication * Experience in conflict resolution and problem solving * Experience making sound decisions and offering alternative solutions Physical Demands and Work Conditions * Standard office environment * Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Frequent wrist and finger manipulation to complete computer work * Occasional lifting of 10-20 lbs. * Equipment used includes computers, phones, and standard office equipment * Occasional travel to other county work sites as needed.
