Our Global Payroll Operate practice focuses on helping our clients effectively manage their global payroll needs proactively and responsibly in 150+ countries. Our quality service and technical network enable you to help clients reduce inefficiencies, mitigate risk and drive process improvement within their payroll functions. Your key responsibilities
As a Tax Services Manager in US Payroll Operate focused on implementation and recurring payroll services, you will be owner of implementation of correct process for tax reporting as per US employment tax standards for new client projects as well as tax compliance timeliness and accuracy for recurring payroll operations. You will also drive or support our effort in continuous innovation, building our next generation Tax e-filing solutions, updating the teams on new changes and communicate to the client. Capabilities include payroll and employer tax compliance knowledge, process building, team building, process design and procedure documentation, tax reporting system set up and reviews and overall owner of compliance KPIs.
Overseeing the accurate and timely processing of all payroll taxes, ensuring compliance with federal, state, and local tax regulations by managing payroll tax filings, resolving discrepancies with taxing authorities; manage any payment discrepancies
Daily, monthly, quarterly and annual reconciliation at the employee level
Preparation of periodic and amendment reporting; Maintenance of tax issue log and hosting regular review meetings with the client(s)
Lead efforts towards implementation of Tax Software; including interfaces
Reconcile tax data between Payroll System and Tax Software
Support with other compliance activities like new hire reporting, workers compensation reporting and new account registration with Federal, State and Localities
Willingness to support with manual tax filing in the event of software challenges or other client defined requirements
Perform UAT for tax updates and system enhancements
Preparing for and managing payroll tax audits conducted by government agencies Presenting audit finding and mitigation/corrective plan to client and other stakeholders precisely
Collaborating with other teams within EY to ensure accurate data and smooth processing
Staying updated on changing tax laws to guarantee proper reporting and compliance; communicate and train internal team on such changes; draft communications for clients informing the change
Leading and developing a team of payroll tax specialists including training and workload management amongst the team members
Managing large US payroll projects or recurring payroll delivery processed on SAP payroll software ensuring timeliness and accuracy, which will require ownership, project management, decisions and resolution, including the escalation of client, central support teams and internal country issues
Provide/drive innovation and continuous improvement for our global payroll solutions or tools
Developing relationship client and become their trusted advisor
Manage EY-internal stakeholders, client and vendor communications and relationships
Building on technical competence by keeping up to date on global trends, developments and regulations and applying them to moderately complex situations and undertaking non-routine, complex project-type work as requested by clients
Raise red flags on any delays during implementations
Manage EY-internal stakeholders, client and vendor communications and relationships
Prepare SOPs and workflow document for client payroll tax processing
Work with other managers towards learned lessons and opportunities for improvements
Support Senior Manager in managing business development conversations, practice management and engagement economics
Skills and attributes for success:
Strong understanding of federal, state, and local payroll tax laws and regulations
Proven experience in payroll tax processing and compliance
Proficiency in payroll tax software and systems
Juggling projects and priorities as per agreed deadlines and escalations

Large payroll implementation project experience
To qualify for the role, you must have:
5 years of Payroll tax compliance experience
8+ years of US payroll processing and compliance experience
Bachelor's degree and relevant post-graduate qualification, preferably with an emphasis in Sciences, MIS, Finance or Accounting
One of the following active accreditations obtained:
Licensed CPA in state of practice/primary office if eligible to sit for the CPA
If not CPA eligible:
Enrolled Agent
Certified Payroll Professional (CPP)
Project Management Professional (PMP)
Other approved accreditation
End-to-end mobility tax or tax equalization process experience
Puerto Rico Tax calculation, filing and year-end process experience
US Payroll implementation and project management experience
Excellent organizational skills with a proactive approach to problem solving and attention to detail
Strong analytical, project management, and organizational skills, with a detail-oriented approach
Willingness to travel as needed, and working in a balanced hybrid environment
Ideally, you'll also have:
Must have union (union laws/dues) and non-union experience
Presentation and leading a demo capability
Benefit/HR integration project experience
Working knowledge of GL reconciliation
Payroll tax consulting experience as a senior functional consultant, testing lead and /or project manager for medium to large payroll projects
Prior experience with client facing service industry
Ready to work flexible schedule as per client requirements

What we offer
We offer a comprehensive compensation and benefits package where you’ll be rewarded based on your performance and recognized for the value you bring to the business. The base salary range for this job in all geographic locations in the US is $86,600 to $158,800. The salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $103,900 to $180,300. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options. Our expectation is for most people in external, client serving roles to work together in person 40-60% of the time over the course of an engagement, project or year.
