Job Description:

Program Manager

General Dynamics Information Technology (GDIT) is currently hiring a full-time, on-site Program Manager for its Unmanned Aircraft Systems (UAS) Contract at the FAA’s William J. Hughes Technical Center (WJHTC) located at Atlantic City Airport, NJ. The UAS Contract conducts drone flights and testing for airport surface safety and airport pavement life. The Program Manager will lead, oversee, and be responsible for all work activities under the contract including overseeing task orders related to UAS Detection & Mitigation, Airport Applications and Airport Operations. The PM provides leadership, communications, and coordination related to all contract matters between GDIT and the FAA, and between the local GDIT office and GDIT management offices located in the Washington, D.C. area. The Program Manager must also effectively of business and technical efforts of multiple subcontractors and vendors in order to achieve program objectives. This is a challenging position and requires an individual with strong program and project management experience, superb communications skills, strong leadership, and proven ability to manage technical work efforts.

Essential Job Duties:

  • Provide overall management of personnel working in a highly technical environment

  • Develop and foster effective relationships with customer at multiple levels

  • Define and implement effective project management processes tailored to the environment

  • Guide technical leads and team members in developing technical work plans and deliverables

  • Develop and/or review cost estimates and basis for estimates for highly technical tasks

  • Implement financial management rigor of multiple task orders using financial tracking and forecasting methods and tools

  • Develop effective working relationships with customers, subcontractors, and vendors

  • Nurture a work environment where employees are responsible and accountable, pursue learning and development, offer best ideas for results and impact, and exhibit a positive energy

Knowledge Requirements:

  • At least 15 years of full-time program management experience

  • Previous aviation related research and development experience is preferred

  • Candidate must be proficient in Government contract and design standards

  • Candidate must be proficient in planning tools (i.e., work breakdown structure, Gantt chats, critical path analysis, PERT charts, etc.)

  • Candidate must be proficient in budgeting, financial tracking and report development

  • Candidate must have excellent communication and writing skills

  • Experience in support of UAS Detection, Mitigation and/or UAS Airport Applications, required

  • Previous experience supporting the FAA and/or experience at the WJHTC is a plus

Education Requirements:

  • Minimum: 4-year engineering or management degree from an accredited college

  • PMP is preferred

The likely salary range for this position is $127,500 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
