Sr. Program Financial Analyst

Job Description

Provide leadership for the financial and program analysis management functions of the company. Ensure soundness of analysis, good business judgment, compliance with policies and procedures, and adequacy of results. Develop and maintain effective business relationships with internal and external customers, supporting negotiations with the government, industry prime contractors, and foreign customers.

Responsibilities

  • Conduct difficult analytical studies, monitor trends, and accurately interpret results.

  • Support government compliance and audit activities.

  • Understand standards of conduct including conflicts of interest, improper practices, liability, and fraud.

  • Understand contract design and structure including FFP, CPIF, CPFF, CPAF, BOA, IDIQ, FMS, and DCS, and competitive and sole-source procurements.

  • Grasp generally accepted accounting principles and in-depth working knowledge of CAS and IFRS.

  • Participate in acquisition planning strategies including defining contract requirements and risks, and market research.

  • Support proposal preparations including bid/no-bid requirements, cost estimating, pricing, RFP review, risk mitigation, and negotiation.

  • Understand source selection evaluation process including cost and price analysis, discussions, debriefings, and protest.

  • Manage program and finance tasks including BOE preparation, budget preparation, reporting and management, cost & variance analysis, EVMS, EAC, cash management/working capital, forecasting, contractual reporting, risk management, ROI, audit preparation and management, and program review preparation.

  • Support, communicate, reinforce, and defend the mission, values, and culture of the organization.

  • Maximize IT utilization through electronic commerce and ERP/Oracle implementation.

  • Provide claims and litigation support involving ASBCA and USCFC.

  • General business operations knowledge including management principles, business development, HR, operations, finance, accounting, economics, and information technology.

  • Ability to interact effectively at all levels and across diverse cultures.

Essential Skills

  • Bachelor’s degree in business, finance, accounting, or related field and at least seven years of progressive experience in a government-manufacturing environment.

  • Experience with Costpoint (4+ years).

  • In-depth knowledge of FFP, EAC (estimate at complete), and ETC (estimate to complete).

  • Strong Excel skills (V lookups, Pivot tables, etc.).

  • Experience with Army, Navy, Air Force, etc., contracts is a significant advantage.

  • Strong self-starter, initiative, drive, and work ethic.

Additional Skills & Qualifications

  • MA, MS, and/or professional certification is highly desirable.

  • In-depth knowledge of FAR, DFAR, CAS, and SOX.

  • Deltek Costpoint experience preferred.

  • Contract compliance knowledge.

  • Developing leadership skills.

  • Ability to mentor junior staff members.

  • Working knowledge of IR&D/B&P/direct sell and allowable vs. unallowable cost.

  • Proficient computer skills (MS Office Suite, MS Project, Visio, Oracle, Pro Pricer).

Work Environment

100% onsite, Monday to Friday, with some flexibility on start time (8:30 am - 9:30 am) as long as 8 hours are worked. Reporting to the CFO, with a dotted line to another team member. After training, there is more flexibility in the schedule, with potential for occasional remote work. The role involves working closely with the financials for the program.

Pay and Benefits

The pay range for this position is $41.35 - $60.10/hr.
