Minimum Qualifications

MINIMUM QUALIFICATIONS:

Three years of experience in administrative services; OR

Six years of full-time work experience in any field; OR

A bachelor's degree.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Administrative Program Manager 1 positions differ from those allocated to the job of Administrative Program Director 1 by the absence of directing administrative programs and support functions and by the supervision exercised.

Examples of Work

Administration and Maintenance of Operations

Building, Grounds and Equipment Maintenance:Ensure building and grounds for Lake Charles Behavioral Health Clinic, an area comprised of approximately 14.500 square feet, is kept in good condition by coordinating the inspection and equipment upkeep maintenance for HVAC, boiler, and cooling tower maintenance, and securing needed janitorial and yard supplies using established purchasing guidelines. Involve District Administration on complex problems.

Property Control: Assist in the management of property control for Lake Charles Behavioral Health Clinic. Direct the tagging of all property received ensuring district guideline are met. Assist with annual certification. Conduct internal audit of property for the Lake Charles Behavioral Health Clinic according to district guidelines. Direct LCBHC regarding property control rules and regulations.

Vehicle Management: Monitor the utilization of three state vehicles, make assignment decisions and assist with the utilization and/or repairs. Have minimum preventive maintenance performed at appropriate intervals and submit proper reports; ensure the Office of Risk Management procedures have been followed when an accident occurs.

Environment of Care/ Loss Prevention Representative: As Loss Prevention Representative for LCBHC, collaborates with District Loss Prevention Coordinator and The Office of Risk Management, including evaluating loss prevention performance, conducting required safety audits/drills. implementing required ORM guidelines. Implements corrective action as necessary and collaborates with ImCal’s Safety Officer regarding compliance standards. Monitor outside building cameras as needed and report any findings to upper management. Key Control monitor, maintain accurate reports of staff holding keys to the building, offices, sheds, etc. Monitor and distribute building Atrium access codes to staff.

Clinic Operations: Oversee clinic support staff and backup clinic support functions so as to promote a smooth flow of clinic processes including reception, scheduling, screening, referrals, medical records, insurance verifications, fee determinations, phone communications, and patient flow through the clinic. Maintain accurate reports of active clients, removing codes immediately as staff are no longer employed at ImCal.

Supervision

Directly supervise one Administrative Supervisor 2, two Administrative Coordinator 4’s, one Administrative Coordinator 3, and four administrative contract workers; assure that policies and procedures are followed accordingly. Coordinate and direct staff to appropriate job assignments and monitor for completion; conduct supervisory meetings; identify staff development needs; assess training needs and ensure training is received on an ongoing basis. Approve leave; conduct planning sessions and yearly job evaluations using the annual Performance Evaluation System process. Administer, if necessary, disciplinary actions in accordance with Civil Service rules and regulations . Provide coverage, new hire/annual training, and support for all administrative support staff in the district. Participate in various committees as needed .

Purchasing

Submit purchase requisitions to BH division director; work with district purchasing agent to obtain necessary items for clinic operation. Receive, verify invoice and direct storage of supplies, services, and equipment for LCBHC. Determine needs from all departments for equipment, services, and supplies. Direct and create requisitions of needed supplies, equipment, and services and all P Card purchases by entering requisitions into Works using guides and rules applicable to state purchasing. Direct receipt acceptance/payment of equipment and supplies by checking orders to insure correct items are received as well as the amount ordered is correct according to the packing slip: track pending orders; and direct the storage/use of supplies and equipment. Review and approve invoices from accounts payable monthly.

Assistant to the Clinic Manager

Report to and discuss with LCBHC Clinic Manager any problems related to supervisees job duties. Ensure clinic manager is informed of client and clinic issues which could impact the provision of services. Gather data for reports as requested. Assist clinic manager in the recruiting, interviewing and hiring of clinical staff. Determine needs for support personnel, contractual services, equipment. and supplies. Assist with the monitoring of clinic contractual services by reconciling monthly invoices. Assure staff compliance with policies, procedures, rules, legal and ethical standards.

Participate as needed in various committee meetings, perform related duties as assigned by supervisor or other managerial level staff at the direction of Appointing Authority.

Access Unit Management

Provides direct supervision over the Administrative Supervisor of the Access Unit. Manages the policies and procedures to ensure screenings and admissions are completed accurately and timely for appropriate routing.

Medicaid Application Management

Provides direct supervision over the Medicaid Application Specialist. Manages the policies and procedures to ensure Medicaid applications are completed accurately and timely for appropriate routing.
