Summary This position is located in the Architect of the Capitol; Office of the Chief Engineer; Construction Division; Construction Branch. The selectee will serve as the on-site foreman in the Masonry Shop and provide supervision and coordination for service requests, construction and renovation projects, maintenance and repair. Responsibilities This appointment is temporary, not to exceed 24 months. It is a position that is subject to the project needs of the agency. Therefore, the appointment could be terminated at any time due to shortage of work or shortage of funds. If project work continues, however, it could be extended beyond the 24 month time frame at the sole discretion of the agency. DUTIES: Supervisory Duties - Supervises a group of employees performing work at the WG-11 level. - Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances. - Prepares cost estimates from drawings, blueprints or site inspections for proposed or anticipated construction projects and alterations. Maintains records such as computerized logbooks, material inventories, cost estimates, material take offs, inventory sheets, blueprints and drawings. Requisitions supplies, materials and tools. - The incumbent is responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training to ensure that all direct reports know how to use required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE. Performs Intricate and Complex Masonry Work - Performs complex and intricate masonry work in the interior spaces of the Capitol Building. Repairs, maintains and erects stone, brick, concrete and concrete block. Uses hand and power tools such as brick or Skilsaw to cut and shape brick. Uses ax, pick, chisel and hammer to cut and shape stone. Uses tools such as cement mixers, caulking guns, chisels, core boring machines, drills, electric hammers, floats, grinders, hammers, jack hammers, levels, masonry saws, plumbs, power washers, terrazzo finishing machines, squares, trowels, rakes and shovels to perform work. - Maintains and repairs interior and exterior masonry surfaces and appurtenances, including base, columns, curbs, decks, fountains, pads, partition walls, partitions, pools, stairs, steps, structural slabs and ramps. Plans and Determines Masonry Methods - Establishes project priorities, develops work plans and schedules sequence for tasks to accomplish alteration, renovation and construction projects. Inspects work in progress to ensure work is accomplished according to specifications and plans. - Identifies the types of stone used and differentiates among the grades and finishes to ascertain the country of origin or the quarry of origin. Uses this information to document materials used and their origin for display purposes. Requirements Conditions of Employment You must be a U.S. Citizen.
