U.S. Coast Guard Supervisory Attorney (General) in Washington DC, District Of Columbia

Summary This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Office of The Judge Advocate General (TJAG), Office of Legal Policy and Program Development (CG-LPD) Responsibilities As a Supervisory Attorney-Advisor (General), you will be responsible for five programs: policy and programmatic oversight and development throughout the Coast Guard Judge Advocate General (CGJAG) program; budget formulation and execution; recruiting, accessions, assignment and the professional development of all personnel within CGJAG; Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Provides expert legal services to the Coast Guard in accordance with CGJAG Principles for the delivery of Legal Services and Legal Practices. Develops CGJAG strategies in support of and in coordination with the Judge Advocate General. Plans and executes programs for recruiting, accessing, assigning, and training all members of CGJAG to include military and civilian attorney paralegals, administrative support and yeoman. Respond to data calls, Congressional Reports, and other similar taskings. Propose and provides input to legislative changes. Establishes and maintains effective working relationships with counsel from other DHS/General Counsel offices. Plans, directs, and executes CGJAG and CG-094 functional requirements, including overview and input on the full range of laws and regulations impacting the Coast Guard and its missions and operations. Manages the formulation and execution of the CG-094 budget. Manage all IT matters affecting the legal program that may be considered by the Coast Guard. Supervises the daily operation of the Office and is responsible for delineating areas of responsibility, assigning work, and managing the performance of completion of work. You must be a graduate with a Juris Doctor (J.D.) degree or equivalent from an accredited law school: AND 2. You must have bar membership in one of the 50 states, Washington, DC, Puerto Rico or the US. Virgin Islands Minimum Requirements: The minimum qualifications for hiring are as follows: GS-15: Applicants at the GS-15 level must have at least four years of professional legal experience and a demonstrated expertise in management of a legal program of a legal office or larger entity involving human and budgetary resources, structure, information technology, and planning, Applicants should have knowledge or expertise in federal contracting or procurement either in the performance of legal or non-legal duties. Applicants at the GS-15 level must also have a demonstrated ability to work independently with minimum levels of supervision. AND To qualify for the GS-15 level position, must: have successfully completed at least one full year of professional legal experience as a practicing attorney equivalent to the GS-14 level in the Federal service, as reflected in the nature and complexity of case work and legal issues for which responsible, the level of responsibility exercised, and the degree to which such experience equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of this position. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. All Candidates must possess a J.D. or LL.B degree from an accredited law school; AND, must be a member in good standing of the appropriate licensing authority of any state, territory of the United States, Commonwealth of Puerto Rico or District of Columbia bar.
